Mário Augusto da Silva Oliveira is the Minister of Telecommunications, Information Technology & Social Communication of the Republic of Angola, a position he has held since September 16, 2022. He was born on April 6, 1964, in Luanda Province, and is the son of Mário Januário de Oliveira and Maria Augusta da Silva Oliveira.

He holds a degree in Telecommunications Engineering from the Faculty of Engineering at Agostinho Neto University (UAN), in partnership with the Faculty of Engineering at the University of Porto, Portugal (1998). His academic background is further enriched by numerous professional trainings, including courses in Telecommunications Systems Maintenance (HF-Racal College, UK, 1987), Risk Analysis and Auditing, Financial Management, Project Planning, Telecom Mini MBA, Strategic Marketing, and Human Resources Management. In 2013, he completed the Silicon Valley Immersion Program in California and the Global Strategic Innovation International Executive Program.

In government, he previously served as Secretary of State for Telecommunications and Information Technologies from 2017 to 2022. In the private sector, he built a robust career at MSTelcom, holding several key positions: Executive Committee Member and Board Member (2015), Director of Commercial, Operations and Engineering Departments (2006–2012), Project Manager (2003), and Installation Engineer (1999). He also worked as an Aircraft Maintenance Technician at Sonair (1991), Telecommunications Technician in the FAPLA General Staff Communications Directorate (1986–1990), Portuguese and Physics teacher at Mutu ya Kevela School (1985–1987), and as an Applications Programmer at TAAG. He also served as Coordinator of the NEXUS Management Committee.

He was part of the founding team of Angola Cables and has published articles on telecommunications in various specialized journals and newspapers. He is fluent in English and Spanish.
