Joaquim Miranda Sarmento was born on August 7, 1978, in Lisbon. He holds a PhD in Finance from Tilburg University in the Netherlands. He is an Associate Professor (with Habilitation) at ISEG – Lisbon School of Economics and Management, University of Lisbon.

He served as Economic Advisor to the President of the Republic, Aníbal Cavaco Silva, between 2012 and 2016. He worked for 10 years at the Ministry of Finance and was a Consultant for the Technical Unit for Budgetary Support.

He was a Member of Parliament and served as President of the PSD Parliamentary Group from 2022 to 2024.
